Manager Monitoring and Evaluation

Position Overview:

The Manager of Monitoring and Evaluation (M&E) is responsible for developing and implementing monitoring protocols, assessing program performance, and ensuring that program goals and objectives are met through regular evaluation and reporting. This position plays a crucial role in coordinating project progress, assessing performance indicators, and delivering reports to stakeholders.

Job Description:

• Develop and implement various standard monitoring protocols for the program rollout and implementation.
• Provide Consultation and provide input in synthesizing a process for utilizing baseline information in documentation. Ensure all project reports are produced on time with high quality.
• Provide input into the progress of Incubates.
• Coordinate the delivery of the Milestones and deliverables to Ignite including assessing the validity of the information and indicators that contribute to timely delivery of reports (including visits, quarterly reports, and specialized surveys).
• Assist in reviewing the tracking investment phase and making improvements to their monitoring and evaluation. Work as a Point of Contact for Evaluation in the Project and provide guidance on issues related to monitoring and evaluation.
• Coordinate the regular review of progress towards achieving Program Objectives/Development Objectives by management through program reviews, portfolio reviews or other processes.
• Seek ways to streamline the process and increase efficiency in gathering and using performance information.
• Coordinate the process for updating policy and procedure documents in the areas of monitoring and evaluation to align with the most current Polices and requirements.
• Assist and reports to Project Director.

Qualifications:

• Master’s degree in Monitoring and Evaluation, Development Studies, Statistics, Social Sciences, or related field.
• Certification in Monitoring and Evaluation (M&E) is a plus.

Skills and Competencies:

• Proficiency in developing and implementing monitoring and evaluation protocols.
• Strong analytical skills with the ability to assess program data and progress indicators.
• Experience in report writing, data synthesis, and providing insightful feedback for continuous improvement.
• Familiarity with performance management systems and evaluation tools.
• Excellent communication and presentation skills, with the ability to consult with multiple stakeholders.
• Proficiency in MS Office and M&E software tools.

Experience:

• At least 5+ years of experience in monitoring and evaluation, preferably in the development, incubation, or investment sectors.
• Proven track record in program/project evaluation, milestone tracking, and reporting.
• Prior experience with incubator projects and startups is desirable.
