Challenge
As per Punjab Safe City Ordinance 2015, the Punjab Safe Cities Authority (PSCA) was given the task to establish, develop and maintain an integrated command, control and communication system for police in the major cities of the province. Under this project, the first PPIC3 Center was built in Lahore. As the project aims to enhance security and quality of life in province’s cities through the use of technology, infrastructure, personnel and processes; the safety of the building was also mandatory.
The PPIC3 Center in Lahore is accessed by hundreds of people on a daily basis. Therefore, a system to authenticate, authorize and monitor the access of the people within the premises was desired. Moreover, an integrated surveillance solution with an effective alarm system was also requested to track the activities of the personnel within the center.
Solution
To provide the solution to above-stated challenges, Huawei engaged LMKT to implement its centrally controlled integrated security solution, V-Secur® Industry Standard Suite. The solution administers and controls all the access rights, rules and policies implemented throughout the PPIC3 premises for both employees and visitors accessing the facility.
Access Control System was installed to keep a track of all pedestrians entering and leaving the premises. The RFID card/ Biometric Readers, installed on the main entrance of the building, are used for Time Attendance Logging. Emergency door system, usually kept locked to avoid unauthorized user access, has been designed to allow interaction with the door controller to operate the door either remotely or in case of an emergency.
The surveillance system consists of Huawei Megapixel IP-enabled network-centric security cameras, along with a highly reliable back-end video processing and recording system. LMKT also provided its services in the deployment of cameras and their connectivity with network and power where required. The Map View feature of the solution is a combination of access control, photo identification, digital video surveillance, alarm monitoring, intrusion detection and visitor management.

The proposed solution creates a safer environment for employees, faculty and visitors while also protecting assets, equipment and property 24/7. The compact solution also allows administrators to perform a variety of security operations, all through an intuitive, user-friendly interface.
The Access Control System guarantees authorized access to the building. It not only identifies an unauthorized intervention but also maintains an attendance log of all the officials working in the vicinity.
The efficient Surveillance System effectively monitors and manages the security operation of the compound. Any suspicious activity recorded in the restricted areas is intelligently dealt with in real-time with the help of various alerts and alarms.
The system also proves helpful in case of a crisis situation. The active emergency system that generates fire alerts, intrusion detectors and evacuation plans with the help of Map View minimizes the risks within the compound.
